Can you get the htc evo shift 4g without having to upgrade your plan?

I have sprint and i was wondering if I can get this phone without having to pay extra for 4g, like just have 3g? I guess that it is about another $30 a month just for 4g, so I wanted to know if i can buy a 4g phone without it costing extra for this feature.
